The rules are clear:

EITHER: An operating motor which can propel the boat at a speed of at least 4 knots in smooth water and one (1) gallon of fuel with the motor secured directly to the support post under the cockpit while racing,

OR: 45 pounds of weight secured directly to the support post under the cockpit while racing.

A motor carried while racing has to: a) operate, b) propel the boat at 4 knots in _smooth_ water (implies 0 wind), and c) you must carry at least 1 gallon (though it doesn't need to be in the engine--only the motor needs to be secured to the support post)

:: The key words are "Either" and "or". Your motor doesn't
:: have to weigh 45 lbs, it just have to be able to move
:: the boat at 4knots. Now in what conditions is another
:: topic for discussion probably. Down a 30 foot wave you
:: wouldn't need much, but upwind in the ocean you would
:: probably need a 25 hp motor.
