I'm not sure a shy kite is legal for class 1-design races. We're allowed to carry two spinnakers as long as one is a "used" spinnaker. The class rules define a "used" spinnaker as follows.
A "Used Spinnaker" is defined as one measured 18 months prior to the date of its classification as a "Used Spinnaker" and substantially used during that period. The intent of this rule is to not allow a yacht to carry different special purpose spinnakers.
