On my little San Juan 24 I intend to put a couple of cleats out near the toe rail where they are out of the way, and eliminate the need for chocks.

If I notch the toerail about 1" fore and aft of a 6" marelon cleat, one on each side, and place it between the mounting plates of the bow pulpit, they are convenient and out of the way.

I don't know the Express 27 well, but since it weighs a bit less, I would think the same idea should work.
