The key words are "Either" and "or". Your motor doesn't have to weigh 45 lbs, it just have to be able to move the boat at 4knots. Now in what conditions is another topic for discussion probably. Down a 30 foot wave you wouldn't need much, but upwind in the ocean you would probably need a 25 hp motor.
