Subject: securing jib track screw above bulkhead

As I was tightening screw heads on both the port and starboard jib tracks near the shrouds, I found one screw head that kept turning. It is located directly on top of and in line with the forward bulkhead below, which means there's no corresponding bolt to tighten in the cabin. Is this screw assembly just for looks or is it suppose to be secured mechanically or with resin??
