Cut the top skin an replace the core. I just did this to both sides but much bigger areas and the mast step area. You could cut the skin, remove the wet core an bag in the new core in the same day, actually 90 min. Then 4 he's later fair it in an hour an put the top skin on bagged again. Then roll gel coat for a texture match. Easy job for such a small area. And you should use a quality vinylester resin.

Are you talking about putting epoxy in the chainplate holes? If so I would not do that.
