While removing the toe rail certainly cleans up the boat lines, I think the biggest argument for keeping the full length toe rail is to minimize damage if you're ever T-boned. While I don't know enough about the hull-to-deck joint to speak to structural stiffness, I think even removing the top part could increase damage sustained in a bad collision.
