I have used Marine Tex on an Olson 30 and my Express 27 for the same type of problem and it works well. Rock hard and water impermiable. Dig open the blistyer with a small sharp tool, dry well. Then use the Marine Tex. Don't use to much as it is very hard. Sand down to smooth and it will blend in and not show and can be sanded very smooth.
