We had this happen on Opus back in the day so let me recommend you have a stopper on your drill bit when drilling out the old rivet! Luckily we were on the trailer at the time, but not a great thing seeing daylight coming through the bottom of the boat. Should be able to drill out the old rivet and install a new one. I believe they just sevure to the inner skin of the hull. I would recommend some 5200 around the rivet just to seal it up good and keep water out of the core.
