PHRF being what it is the key is what do they rate compared to what. The PHRF Lake Erie Rating is 135. A J-30 is 144 and a Santana 35 is 126. 135 is competative in club racing or in light air regattas but tough in heavy air windward-leward regattas. As an example we won a light air race (80% upwind) in Cleveland race week (95 boats) overall and had a better ET than half the Mumm 30s. The next day in 18-22Kts windward-lewards we could'nt hold the 9 second deltas versus the J-30s and Santana 35.

The morale is if your within 3 seconds of the J 30 rating don't complain to much. A 9 second delta is tough when you average out the total range of conditions.
