Tom,

It really depends on the conditions. Upwind you will be in the 5.5-6 knot range. Off the wind, under 15 knots of wind you will be in the 6-8 knot range. When we sailed the PacCup last year we were surfing in the 10-12 knot range for many hours. I have done the Coastal Cup and surfed the boat in the low 20 knot range....also done the return from Molokai surfing down waves in the low 20's. That is when the fun factor is pegged high!
