Low Point scoring is inherently unfair in series made up of different events. Scoring the second place boat "2" whether there's two or ten boats is silly.
I think your current system is a Cox-Sprauge derivative. It's very fair, and if you want to require more participation, just state a higher number of required races to count.
Another scoring method which works is high point, with a set high point race value (say each race is worth 20 points). The winner is going to get twenty no matter how many boats are racing. A boats score is ((the number of boats beaten plus one) divided by (the number of boats racing)) times (the race value).
Unless you're very certain that you'll get a consistent number of boats at each event in the series, low point will discourage participation.
