The meeting format and voting structure were outlined. Neal Holmlund tallied the votes.


SF Mid-Winter Race Series 2011-2012
The fleet has chosen Berkeley YC for the SF Fleet's Mid-Winter Series for the season.

Nationals 2012

The vote was approved for the 2012 Nationals to be hosted by Richmond Yacht Club, Chaired by Rich Deveau owner of hull 28. The event will be held on September 28-30, 2012.


One Turn Penalty

The Class has voted to adopt a One Turn Penalty outside of the “zone” for all One Design Buoy races.

The hosting Organizing Authority must be notified prior to each buoy event. The change must be noted in the SI's to be applicable for that event. The change goes into effect after Nationals 2011.


Measurement

Hiking Allowance

The Class Rule was restated as it currently stands below for clarification. Hiking hard is allowed. The fleet approved hiking over the life lines like a “sack of potatoes”.

VI.F. ...Crew seated forward of the aft stanchion must keep their torso inboard of the lifelines. Standing crew shall not hike outboard of vertical. It is the responsibility of the skipper to maintain the lifelines and supporting structure to the highest safety standards and to insure that crew practice safe seamanship.


Life Line Material

Dyneema/Spectra was approved in 2008. This material is the only exception.

The documentation will be updated on-line in the Class Rules Section V: D. 4.


Life Line Tension

Standardizing a method to measure the life line tension was discussed and vote followed.

The 0" offset from deck which was approved at the fleet meeting was mistakenly too loose. Upon careful review it has been found that 4.25" off the deck more accurately mirrors the old rule.

The revised Life Line Tension rule:

Section V: D. 3. Maximum deflection is measured on each side by applying firm downward pressure (enough to heel the boat) halfway between the two stanchions. The Minimum distance measured from the deck to the lowest part of the lifeline and padding if present shall be 4.25 inches, (standard 8.5”x11” paper folded in half). If the stanchions exceed the minimum height of 12”, the minimum distance shall be increased by the average the stanchions exceed 12”.

The members were requested for their ideas and projects that would benefit the Express 27 Class Nationwide. Contact Dan Pruzan with your ideas.


New Business

Proposal of use of a Shy Kite on races outside of the Golden Gate. This issue was discussed and agreed to discuss in detail at a later date.


Announcements

Upcoming Regattas event dates for the rest of the season were announced.
