I'll keep a record of the commitments people make now, and embarrass anyone that doesn't follow through and sail.
One way to increase participation would be to assign different fleet members as the "promoter" for each event on the final schedule. They would be responsible for the cheerleading and whatever other minimal organizational work is required to make an event a success.
